BSODs randomly happening, but no dump file is written.

These have started happening roughly 2 weeks ago on my home build. It has never had this before. They occur at random times, sometimes during gaming, sometimes just after the pc boots, sometimes when watching youtube, sometimes when idle. Usually it is one a day at most and then the pc is fine for the rest of the day.
However when it does crash it doesn't create a dump file even though the pc is set up for it. I have used whocrashed to trigger a bsod to see if a dump file is created and it does then. So something is stopping it from writing a dump file when the pc crashes.
I've also noticed if i turn off auto-restart after crash that it gets stuck on the bsod screen and gathering data on crash remains at 0%

Things I have tried to remedy it (unsuccessfully)

    - turned off fast startup and sleep
    - All drivers updated and BIOS flashed to latest version
    - did an sfc /checknow
    - ran memtest86 which had clean passes with no issues
    - ran hdtune to test all HDDs. all came back healthy.

windows updates are also all installed running win 10 x64 19043.1237

at a bit of a loss now as it seems to happen completely at random. Haven't done a full reinstall yet as it seems fairly pointless atm. Hopefully someone can help me out.
