double click on the log-collector shortcut and a mistake happen

i try to use v2 log collector,however,there is a error message in cmd :

Right-click on the Start button --> Windows PowerShell.
Run the following command and post the output.

(Get-MpPreference).EnableControlledFolderAccess

Some "git-xxxx] commands don't work in the Command Prompt (cmd) but do in PowerShell. Even with PS some need the Admin choice. The command you show worked fine in both PS choices for me.
