double click on the log-collector shortcut and a mistake happen

when i follow the guide and double click on the log-collector shortcut,A Command Prompt window shows below information:

The reason this happened is because you had not extracted the files before trying to use them. The program does not work unless all the files and folders are extracted from the zip file and saved onto your device. You then run the shortcut from within your saved location.

i am sure i extracted the file

just now i found the reason

if i directly double click the shortcut ,it will running noramly

but ,if i run it as a administrator ,it will show the mistake

i want to know why
