Running scannow doesn't seem to affect the CBS, it still opens the same log that hasn't been modified since 3-15.
If I check date modified after, nothing changes after it.

Reboot.
Please reboot.

The registry is the likely problem.
When I had had this error message all troubleshooting steps failed.
The computer was bootable but could not upgrade.
Eventually a custom install was performed.
This saves files into windows.old.
A fresh copy of windows is installed.
Drivers and applications need to be reinstalled.
Automatic repair can be turned off to see if there is a more useful error message or code.

It says operation is completed successfully though it goes back to the blue repair your computer screen and it doesn't seem like anything is changed.
Should I change my boot device during any of this? I've been using my USB Windows 10 installation media.
