That screen picture, aside from being upside down, looks fine. Do you have a boot priority screen where you can add a USB drive and select which order the BIOS will try to boot drives - eg: internal drive, USB, DVD, etc? Can you post a picture of that?
Also the screen where you see the font file.

You may need to reset the bios back to defaults.
There are times when changes to the settings in the System Setup (BIOS) prevent the computer from booting into Windows or connect to the Internet. Setting the BIOS back to its defaults may help fix these issues.

1. Reboot the computer.
2. When you see the Dell logo during POST, press the F2 key to enter the setup screen (when the computer boots into Windows, try again).
3. On the System Setup screen, touch or click Restore Settings.
4. Make sure BIOS Defaults is selected or confirm to load the defaults (when offered) and then click OK.
5. Touch or click Exit.
6. Confirm exiting, when offered
Steve, that upside down photo is the Boot Sequence screen. This screen is new to me. When bootable media is inserted, it is added to the sequence. There you can set the order. I will try another photo here.

Post a picture showing the boot sequence options when you have a bootable media inserted. Did you have any media inserted when you took the last picture posted?
