I logged out and then copied BOTH URLs you posted into Chrome as a test for you.

Like you, the first one WORKS, and the second one does NOT.

After I log out, "Tuneup_plus_log.bat" cannot be downloaded, while "Tuneup_plus_log.zip" can.

I have just tested BOTH when I was logged out, and I got the SAME results as you.
