Check to see if you are in Tablet Mode. Click on the Message icon at far right of Taskbar then look at Tablet Mode. Is it highlighted. If yes, click on it to unselect it, see if that makes a difference for desktop icons.

Ok. So I went skiing to French for a week, and when I got home I couldn't even turn on my notebook. The startup is looping untill a blue screen says: windows couldn't load in
I have 2 options, restart and trubleshoot. Truobleshoot methods are not working, when I try to run win in safe mode it does a bsod saying critical_process_failed. I'm trying the bootrec /fixboot command in cmd but it says: acces denied. I'm really starting to lose hope

    That's great news.
    You're welcome.

    Consider:
    a) getting information about what was found and fixed
    b) making free backup images
