Unable to Boot from HD, DVD or USB

I tried to restart my 'backup' PC , after a couple of weeks off , and got a message saying "The PC has run into a problem and we will restart it" It then says Preparing Automatic Repair before setting off into a repeat cycle, i tried to boot from a USB Recovery and a DVD with a Burned Recovery ISO on it, but it doesn't appear to even try to read them and cycles through again. I've tried the memory checks, but can't isolate where the problem is. Any suggestions, please?

I have changed the boot sequence to place the USB as 1st in the boot sequence, with the DVD player as 2nd. I downloaded the ISO from Microsoft to my laptop and wrote the ISO on the laptop DVD writer/player, before placing it into the desktop.
