I'm afraid I must agree with you; and there's no sense beating a dead horse.
Our local Micro Center will get my call tomorrow to configure a new one for me.
Much appreciation Rich, for sticking with me.

Best,
Consider these steps:
1) Run HP diagnostics
2) Test boot / performance using Ubuntu / Linux
3) Clean install Windows
I'm afraid I have to agree with you Rich. There's no sense beating a dead horse.
I'm headed to our local Micro Center to see what they have to offer. If lucky I'll be up and running sometime tomorrow.
Thanks again for sticking with this for me!
Best,
Were you not able to boot any flash drives or boot to the BIOS?
The HP diagnostics can be run from a bootable flash drive using F9.
(tests: RAM, drive, GPU, CPU, motherboard, components, etc.)
There is often a default HP diagnostics (RAM and drive only) available by a boot to the BIOS using F2.
Had either been tried?
Hi Rich,
I have a new computer now.
...
An IT friend sent me this link on HP & Compaq motherboards I thought you may find interesting; especially the part about the misprint on the PCB legend.

Thanks again for your help.
The Motherboard was replaced, but it stopped at the UEFI screen; the OS needed to be reinstalled.
Dell support was awful ... and hour later I was told he couldn't fix it and would send me a box to ship the machine to their repair depot.
I opted to go back to the dealer and exchanged it for another identical new one. Convincing them to exchange my data disk with the one in the new machine saved hours of work.
New Dell #2 is working fine.
Case solved.
Thanks to all for your suggestions/assistance!
