Ok, this is starting to look a lot like hardware failure.

I suspect your RAM might be faulty. Please run your machine with one of the RAM modules removed, this will reduce your memory to 8GB but it will be enough to test. Check to see if the BSODs continue. Then swap modules over and see if the other is causing BSODs. In this way you can tell if one of the modules is faulty. If so you will need to replace the RAM. I recommend that you replace them both with a matched pair.

Tracking down hardware faults is tricky so it might not be as simple as this but let's take it a step at a time.
    I have replaced the Ram once already, matched pair, Corsair DDR4 2 X 8GB, CMK16GX4M2B3200C16, Timings 16 18 18 36. Bios [UEFI] sees it as 2100 Mhz, 15, 15, 36. I am suspecting it is a timing error from
when Ram holds something in a register and windows goes to access it ?? or visa-versa. ???

The only hardware component I haven't R+R is the CPU. I did run cpuz in default and stress mode using target cpu. ran for about an hour no faults, don't know if i should run longer or what ??
Mobo original was the ROG STRIX Z390-h Gaming, RMA'ed and replaced with current Mobo,
    R+R Ram sticks as stated.
R+ R PSU with known good. still failed, re-installed current PSU.
disconnected everything from the case that connected to Mobo, all except the pwr switch.
Ran system with GPU connected via DP port and without using mobo via hdmi.
I even swapped a known good keyboard and known good mouse.
3 months now and cant get stable. system spec profile is up to date.

Have you tried resetting the BIOS especially the memory timings to default. Also try with and without XMP enabled. I still recommend running with one RAM module at a time just in case.

ok , 1 stick of ram in slot A2 as recommended by MSI. Default bios settings {F2} as prompted when I booted after removing 1 stick of ram.

Operational testing in progress, one stick seemed stable, no bsod. Did same things that generated bsod's before. Swapped to other stick now. testing in progress. defaults in bios [uefi]. no xms.
