The 1TB Seagate Samsung Spinpoint M8 ST1000LM024 HN-M101MBB
is listed as a 2.5" laptop drive. Is the OP using it in a third party external enclosure?

I shall catch on that but with some modification. The problem appears to be closely entwined with Windows 10 plus may be some associated software . So I would suggest that the OP run Seatools for DOS putting Windows to rest. And yes, I have heard that it works better than Seatools for Windows. And sure there is a repair option. If some bad sectors are found invoke the repair option. Please read the user manual for Seatools for DOS and proceed.

Bad Sector Repair (Long Test)
If bad blocks are found during a long test, a prompt will ask how to proceed.
The screen below appears at the end of the scan or if the user aborts the test if bad sectors have been discovered on the drive.
Example:
Follow the instructions on the screen to proceed.
