Can't upload the zipped memory.dmp file using the internal file share so I had to upload elsewhere; hope that's ok.

Well, it BSOD's constantly between 1.5 and two minutes of uptime in Windows. I could get you 100s of BSODs in one day, just have to turn the PC on. That's why I'm having a big issue troubleshooting. I cannot run windows updates because they will not run in safe mode. It should have been fully updated before I formatted the drive and it still had the issue. I'm sure most of the testing programs can't be run in safe mode, and I can't seem to monitor my temperatures in there anyway.

I've attached another beta log to this post, here is another memory.dmp; MEMORY (1).zip - Google Drive

The ethernet driver was a recurrent misbehaving driver in the latest memory dump.

See if you can remove the ethernet card and use wireless.

The ethernet is the onboard port for the motherboard; I disconnected the cable, uninstalled the driver and am still getting the BSOD. To completely eliminate the RAM, I was able to borrow 2 Corsair Vengeance DDR4 sticks and swapped mine out with them, still had the issue. The only component I have not swapped yet is the PSU (have another borrowed unit coming tomorrow), CPU (was tested in a seperate unit and tested fine, have not placed another CPU into my motherboard yet), and motherboard.

    For any BSOD:
    a) post a BETA zip
    b) post a memory dump

    Are you comfortable removing hardware?

    For example:
    a) removing all nonessential hardware
    b) removing dGPU and plugging the monitor into the onboard display port to use the iGPU
    c) using only the SSD and no other drives
    d) removing ethernet card
    e) removing all but one RAM module
    f) see if there are BSOD with the absolute minimum required to boot (possibly even removing the SSD and booting to the BIOS)

Do not perform the strip down method until the next memory dump is debugged.

I have removed the GPU and plugged HDMI into the board and the issue persists.
I have used other known working RAM modules in this board and the issue persists.
I have used another SSD in this computer and the issue persists. I'm currently only using the one with a fresh format and Windows install, although the issue was there before I formatted and had all the windows updates.
There is no ethernet card, I'm plugging into the port in the board.

It will BSOD in Windows every time without fail between one and a half and two minutes uptime. It will run forever in safe mode and in the BIOS.

    With the strip down post
    a) a beta zip
    b) a separate share link for the memory dump for debugging if the file size is < 1.5 GB

Run the Memtest86 for 8 passes (two tests with each four passes)
Testing can be aborted if there is just one error.
If there is just one error then switch RAM modules and perform 8 passes (two tests with each four passes) in the same DIMM.

Use a camera or smartphone camera to take pictures and post images of each test into the thread.
Memtest86 also has the open to view a text file. Please post a share link for the text file in addition to the image for each test.

Run HD Tune in safe mode and post images for the test results on these tabs:
    a) Health (SMART)
    b) Benchmark
    c) Full error scan
(see prior post for any additional information)

Thank you for this concise summary. The last sentence suggests we can rule out hardware apart from the network component of the motherboard since safe mode is usually without networking. My next approach would be to perform a clean boot (no start up items and only Microsoft services) and see if it is still BSOD free. If so I would then start to add in the non-Microsoft services and eventually the start-up items until you find the one causing the BSOD. Refer to the linked tutorial for more details.

If the clean boot does cause a BSOD I would try safe mode with networking to see if this gives a problem too.

In post #7, step #3, the Windows driver that philc43 commented on earlier in thread still appeared as an entry in the event logs.

With the Ethernet potentially out of the picture it will be useful to see what may appear in the next memory dump.

    Code:
    Event[4486]:
      Log Name: System
      Source: Service Control Manager
      Date: 2019-02-10T19:12:30.104

      Task: N/A
      Level: Error
      Opcode: N/A
      Keyword: Classic
      User: N/A
      User Name: N/A
      Computer: DESKTOP-O0Q329Q
      Description:
The rspndr service failed to start due to the following error:
Windows cannot verify the digital signature for this file. A recent hardware or software change might have installed a file that is signed incorrectly or damaged, or that might be malicious software from an unknown source.
