    Even from a school or similar organization, you still pay for it one way or another.
    Did you get a key to activate Windows? Because, to be technical, you don't have to pay to download Windows 10, you only pay for a license to use Windows.
    I did not get any key at all. I see "Activate windows Go to Settings to activate Windows" watermark on desktop near clock often.
    Believe or not I just downloaded this copy of windows 10 from microsoft.com for personal use (maybe I failed to read some usage terms etc.). I can not find link to do this again, but still own DVD disk I used to install.

    For Microsoft, there is a difference between downloading and activating.
    Downloading is free, activating is NOT free.

    When did you receive this offer to install Windows 10 for free?

    During this summer. My C:\windows folder is dated 12/6/2018 so I downloaded day before or so.
    I think I saw this on news, maybe it was this one (How to Download Windows 10 For Free, Even in 2018 - ExtremeTech) not sure.

    Did a little research, the upgrade was free for people that need assistive technology to use Windows 10, i.e. people with vision issues, hearing issues or learning problems. I doubt that without the assistive technology you still can get Windows activated.

    As the Windows activation is hardware/account based in combination with the version installed (i.e., home, pro, enterprise, single language, etc.), I think you need the installation media you downloaded at the time and reinstall Windows to get the activation issue resolved. If you already did and/or are still using it then I also suggest to contact Microsoft.
    Though, you could ask at Activation troubleshooting - Windows 10 Forums as well for insight on your situation.
