Win10 freezes at loading or desktop.

Hi, Windows 10 is freezing on my custom PC. It does boot to safe mode, though. I was able to do a little work on it there, but it didn't resolve the issue. I checked my reliability report and found a few items. Here they are.

Windows Installer reconfigured the product. Product Name: Adobe Acrobat Reader DC. Product Version: 19.008.20074. Product Language: 1033. Manufacturer: Adobe Systems Incorporated. Reconfiguration success or error status: 1602.

UPDATE: My freezing issue appears to be resolved. After running malware bytes and antivirus and running Windows diagnostics and uninstalling programs, I finally learned that the real problem was a windows update package. There's a screenshot in the comments. The cumulative package 1803 failed to update on it's own. I found a guide online that walked through enabling the .net framework and, if that didn't work, downloading the package manually. Well, I'm the not the smartest person, so after enabling .net, I opened windows update and clicked the restart button that was there (after it had failed, a restart button showed up, because of the other update that was pending a restart). I was moving too quickly, and thought that restart meant "restart the update again". Of course, it actually meant restart the computer. So windows starts to shutdown and runs an updater in that shutdown screen for a couple of minutes. Then it restarts successfully. I checked windows update again, and miraculously 1803 has been updated and everything appears to be working fine right now. We'll see if it holds. Hopefully someone will find this useful if they run into the same issue.
