BSOD 0xc000021a, metadata check returns 0x32, no fix working

Hello. Yesterday I turned my PC off as usual, haven't seen any updates installing, the next time I turned it on, it crashed with BSOD 0xc000021a, then on restart it failed to fix the startup settings. Now it alternates between crashing and failing to restore. I have installed a lot of things recently (like android studio and such), but it all worked fine across restarts. No new drivers or anything. The only new thing immediately before crash was the Skype 8, though I don't think it could corrupt winlogon.
I tried some fixes, so long nothing worked, including sfc, chkdisk, registry fix, restore point and resetting with keeping files. sfc and chkdisk found no problems, registry fix changed nothing, restoration and reset both failed without any specific messages, just "can't complete action" or something.

You mean with log collection tool? I can't start my windows at all, is there any way to run that tool in command prompt in recovery mode?

You can also launch safe mode Inside the Command Prompt window with Windows 10 installation drive, when it boots up click on "repair my computer" then "troubleshoot" and "command prompt".

Not really. If I choose Advanced-Startup Options in recovery mode, it restarts the PC, shows me startup selection screen, and immediately after I choose any of the safe modes, it shows "starting automatic recovery" and loads exactly the same recovery mode. I tried using bcdedit, but it shows only 1 Windows Boot Loader header, missing "Windows 10 Safe Mode" header entirely.

If I understood correctly you tried to run startup repair while in recovery mode?:
Troubleshoot>Advanced options>Startup repair

It starts by itself on every next restart after BSOD crash.

I understand after restart you are present with recovery mode (options) over and over again, but this is not the safe mode, safe mode let's you into the windows with minimal startup services and programs.

so, you said "startup repair" from recovery mode didn't solve the issue and there is no way to boot into safe mode that is logging into windows?

All you can right now is run into recovery mode but not safe mode?

Exactly. I know what safe mode is, I used it previously with older windows versions, but now every attempt at starting main installation results in BSOD crash.
