Running out of ideas.
It does not appear to be a Windows error, you ran sfc /scannow and reported no issues.
You said that with no other software running, clean boot it still failed.
You change they way you log off and just did shutdown and it failed.
You bypassed Fast Startup process and it failed.
My last idea would be an inplace repair. If has fixed a lot of issues on a lot of different fronts. It is a non destructive process but I always recommend backing up personal data.

Given WD has its own forum maybe some of their techs provide support and know the answers. From scanning the forum this is not a widespread issue.
When you shutdown your WD device is connected, correct?
