The first thing I'd do is create a image backup of what you have now, preferably using Macrium Reflect Free, to an external hard drive. Then no matter what happens you can get back to where you are now.

The try the tool mentioned here by Vijay_Verma to block the update: KB4343897 & KB4343909 issues

Just FYI to anyone browsing this thread, I found this helpful article today:
Fix: "Automatic Repair Couldn’t Repair Your PC" in Windows 10

That is an excellent article. Lots of good suggestions all in one place. Thank you.

I tried every applicable suggestion in the link I showed above - no help.
Booted to Safe Mode and ran "dism /Online /Cleanup-Image /RestoreHealth" - "The operation completed successfully."
Also ran "sfc /scannow" - "Windows Resource Protection did not find any integrity violations."
Booted normally and resumed the old same "Repair..." loop.
Tried Advanced Options 8) Disable early launch anti-malware protection - No help.
Have NOT tried Vijay_Verma's tool to block the update: KB4343897 & KB4343909 issues because it only defers (not prevents) the update.
On Restart, back into infinite Repair / can't Repair loop.
Now reverting to old 7/9/2018 v.1803 b.17134.48 System Image ... AGAIN.

    Any other ideas, anyone?

BTW, Ztruker (Rich) - I *did* save the system image from the v.1803 b.17134.112 version I got into. When I tried to restore it, I got the error: "The system image restore failed. Error details: The parameter is incorrect. (0x80070057)" which I found can mean "Windows cannot restore a system image to a computer that has a different firmware. The system image was created on a computer using BIOS and this computer is using EFI." This I don't understand because the BIOS/UEFI settings were not changed.

How did you create the image? What program did you use?

Windows backup (Win 7 version, create System Image). It's always worked before - and it created the 17134.48 images I keep returning to. But I also have Acronis TrueImage if needed.

I have never liked the Windows backup software. Gave up on ATI long ago when they kept forcing me to buy a new version with each new Windows release, besides being very buggy for awhile.

I (and most people here) strongly recommend Macrium Reflect Free (I have Premium). Not only is it a great backup programa but it also has an excellent Repair Windows Boot tool.

Found this script and used most of the options to attempt to clean up / prepare / install KB4343909 update to v.1803 Build 17134.228:
    Script Reset Windows Update Agent
It's apparent that English is not the author's (or authors') native language, but it's still a well-written and useful script.
I have determined that the problem is likely NOT with KB4343909, but rather with one of the other "Required" updates that Microsoft is shoving down our throats, either
KB4343902 Security update for Adobe Flash Player: August 14, 2018
KB890830 Windows Malicious Software Removal Tool x64 - August 2018
I determined this by allowing those two to download, then unplugging from the Internet before KB4343909 could download, then installing and restarting. BACK TO THE ENDLESS 'REPAIR' LOOP.
Still trying more ideas, and looking for fresh ideas.

How complex is your system, third party app, tweaks, customizations?

Could be the long route, Clean install, will be the shortest.

I had to ask...still your call.
