BSOD after doing a clean install while installing Steam games

In Device Manager, I see Display Adapters > Intel(R) HD Graphics 3000 > right click, properties > Driver Details. I saw that igdkmd64.sys was part of this driver, so I hit Uninstall Device and then checked the box to remove the software too. It asked me to restart my computer and I said ok. On the black screen with the Windows logo on it, it froze (there were no spinning dots). After about 5 minutes, I held down the power button to shut off the computer. I waited a few seconds, then hit the power button. My resolution was very poor for about a minute and a half after restarting, then the resolution went back to whatever I had it set to before. I then opened up Driver Details again and this is what I see:

Should I hit Uninstall Device again?

A new version and build of Windows can become corrupt even though it is the latest version.
In a similar fashion the latest version of a driver can become corrupt and cause BSOD or other problems.
In general drivers are uninstalled and reinstalled with the most trusted source and then the drivers are updated.
So if a computer manufacturer no longer supports drivers the computer manufacturer can be used as a source for drivers and then Windows can be used to update drivers.

1) For reinstalling Intel drivers:
a) the best source is either the computer or motherboard manufacturer as these are the most tested drivers for the hardware
b) the next best source is the component manufacturer's website (Intel, Nvidia, AMD, Killer networks, Realtek, etc.)

2) The Intel driver and support assistant software can be used to see if you have the latest drivers and as a method to install drivers.
3) Windows will automatically update most Microsoft and non-Microsoft drivers
a) after the installation of drivers > update Windows

4) Using the Dell website the support for drivers ended with Windows 7.
The last driver offered for Intel GPU was:

My question is how do I properly uninstall​?

See the link for txt and images for a typical driver uninstall and install.

If you want to be safer you can perform in this fashion:
1) Download the new driver to the desktop
2) Reboot in safe mode by holding the shift key and clicking restart > opens the windows advanced troubleshooting menu > click restart > select safe mode
3) Open device manager > expand display adapters > identify the Intel GPU > right click uninstall (also delete the software for the device > install the new driver from the desktop > reboot into normal mode

This link has a similar method. It did not use safe mode but safe mode adds an extra layer of safety when changing GPU drivers.

I think I should have gone with safe mode because I tried doing the uninstall again and now I'm getting a BSOD after the black loading screen with the Windows logo but before the login screen. The stop code for the BSOD is PAGE FAULT IN NONPAGED AREA.

Whenever there is a bsod> run the beta log collector and post a new zip into the thread.
For the latest bsod > open file explorer > this pc > c: > in the right upper corner search for: C:\widows\memory.dmp > zip > post a one drive or drop box share link into the thread

Not sure what's going on now but Windows is not making it past the black screen with the Windows logo. There is also no spinning wheel below the logo to show that it is working. I believe the last thing I did was to try to install the downloaded driver in safe mode, but I'm not sure. What should I do?

Update: somehow my laptop tried to do the automatic repair (which was unsuccessful of course) and then I was able to get to the blue troubleshooting screen. There are a lot of options here. Should I try any of them?

What options do you see?
If you can perform a startup repair try that.
If it displays srttrail.txt file indicate that in the thread.
If you can perform a system restore that predates the problem try that.
Start with the oldest restore point and keep repeating to the newest restore point.
If system restore fails or if there are no restore points then the next step is command prompt commands.
There are other options with Kyhi boot rescue, and Macrium boot repair.

I did a restore point, but I got an error message at the end that said "System Restore did not complete successfully. Your computer's system files and settings were not changed. Details: An unspecified error occurred during System Restore. (0x80070003)"

The weird part is that it seems to have worked because I was able to login.

I tried to run the beta log collector, but it doesn't do anything. It just opens the black command prompt screen with nothing on the screen except for a blinking underscore.

Searching for that memory.dmp file in the Windows folder returned no results. My guess would be because the system restore point actually worked?
