Consider moving the drive to another computer or to a HD enclosure > saving all important files.
Then clean install:

These are trial and error steps:
a) Ubuntu
b) Macrium boot repair
c) Regback
d) iso matching OS for scannow repair
There are options with Ubuntu / Lenux:

The boot may be able to be repaired using Macrium however the problem may be related to the OS/registry.
A registry backup could be tried. However given that it was a roll back (1803 > 1709) and the roll back failed, the above steps are preferred (backup files > clean install)
Sometimes in Windows recovery a corrupt operating system can be repaired using the iso that matches the OS.
In the thread it appeared that the Windows 1803 iso was being used to repair the rolled back 1709 OS. If you want to try this an link for the iso can be posted. However, the best option at this time appears to be to back up files and clean install.

There are some dism commands that work in windows RE.
Typically restorehealth does not work in windows recovery.
If you cannot boot how are you able to use restorehealth?

These are some sfc commands that can be used to repair the OS in Windows RE.
When using a Windows iso they come in wim and esd.
So when running the command make sure that they match the form of the iso on the flash drive.

Could you clarify exactly what you mean regarding /RestoreHealth not working in RE
Do you mean that it doesn't work because it's too buggy, or that it is not intended to work in RE?
I've seen official Windows sources where you can mount a wim image and perform an offline RestoreHealth.
I tried mounting the 10.0.16299.15 install.wim index 8 (Win 10 Pro) image from the iSO links that you provided to c:\mountw and this was successful.
however
1) if I explicitly specify which image to repair:
dism /image:c:\ /cleanup-image /restorehealth /source:c:\mountw\windows /limitaccess results in a mismatch between versions 10.0.16299.15 and 10.0.16299.371 and after getting through about 9% , it exits with error 87
2) If I use /online, I have a feeling it's not scanning C:\windows, so what is it scanning? x:\windows?

Interestingly, in this case the images match 10.0.16299.15
this actually completes 100% but then throws an error 1, Incorrect function.
I'm guessing 1) and 2) are scanning different images?
BTW i did run:
dism /image:c:\ /cleanup-image\ /checkhealth and it reported that the component store is repairable.
However RestoreHealth is not working for me - I get
