The BETA log collector worked this time.
However the default language remains German:

    Code:
             Operating System: Windows 10 Pro 64-bit (10.0, Build 17134) (17134.rs4_release.180410-1804)
                     Language: German (Regional Setting: German)
Windows 10 pro should have the option to add and change languages.
See what happens if you change the default language to another language and then toggle back and forth.
Will it change to any other default language?

The logs are in a foreign language and cannot be scanned or read.
So if you can modify the settings so that the default language is English you can open event viewer to see if the settings changed to English.
Once you have confirmed that the logs are in English then run the BETA log collector and post a zip into the thread.

    1) Open Ccleaner > click windows tab > scroll down to system and advanced > post an image into the thread

    2) In the left lower corner search type: system or system control > open system control panel > on the left pane click advanced system settings
    a) > on the advanced tab under startup and recovery > click settings > post an image of the startup and recovery into the thread.
    b) > on the advanced tab under performance > click on settings > under performance options > click on the advanced tab > under virtual memory > click on change > post an image of the virtual memory tab into the thread
