There is a program you can download and run called Autoruns. It will show you all the things that start up and run in the background and it will allow you to selectively remove or disable any of them. This should help you sort it out.

So using the program unlocker I was able to delete the USBCharger.sys on next reboot. Except it messed with my other usb drivers somehow and when the system rebooted none of the usb ports worked and I could not use the keyboard. After shutting down the system and restarting it would either go to a no signal screen after bios splash screen or boot into windows with no usb ports working. Using the f11 key I was able to do a startup repair but it put the USBCharger.sys file back so now I can boot into windows and use the usb ports again but I'm back to square one. I tried another windows upgrade just for the hell of it but got the same wdfs01000 error as before

*I did not see your post about autoruns before so I will go ahead and try that. Not sure why deleting the USBCharger.sys messed with my other usb ports tho

I was able to solve the issue by deleting the $Windows.~BT folder. It allowed me to at least do a windows update to version 1709. I do not know if this also solved the bsod on startup and reboots but so far there have been no problems. If I do get a bsod on startup I'll start a new post with the dmp file and for now I'll mark this issue as solved
