error 0x80070032 on sign-in with pin when usb drive is present

When we start the lenovo win 10 pro desktop without any usb drive present we have no issues. If USB drive is present but internet off we have no problems. When any usb drive is attached & the internet is on, we get the above error - solution is to remove usb drive and restart.

without success we have re-installed USB drivers, and ensured that BIOS boots from the main Windows drive first.
Someone suggested a corrupt TPM module, but I have no idea how to fix, - I do know that the BIOS has no reference to TPM within the security settings.

    Any ideas how to resolve?

Found the solution by removing the NGC folder in Windows\serviceprofiles folder and rebooting
