Having my Norton firewall off continues to enable Notifications, Banners, Sounds, Live Tile and Speedy Mail Delivery.

    I believe I have found a solution.

I have been in communication with someone that has Norton Security Suite 22.5.2.15 and turning off his firewall did not improve his email app notifications. Working together we have both verified that the Microsoft Update (KB3081424), released on Thursday 8/6/2015, HAS SOLVED our Mail App notification problems.

The Update is a large Update which in past versions of Windows might be called a Service Pack.
In Windows 10 this type of Update is called a "Cumulative Update".

Did you do a RESTART RECENTLY? Restart does something that just turning your computer on and off does not do.

The only difference I have noticed since turning on my Norton firewall is no email notifications show up in the Action Center. I am getting sounds, banners and live tile notifications.
I wish the live tile displayed longer, only 15 minutes now. In Win 8.1 live tile displayed until Mail App was opened.

that's interesting to know, think I prefer the live tile to stay until app opened

mine initially works after a reboot, I can send messages between my accounts and all is fine, after I leave pc for a while it just stops giving any type of notification of mail

When my firewall was off the live tile only displayed 15 minutes, I thought it was a format change by Microsoft. Also prefer the way it was in WIN 8.1, tile displayed until app was opened. Strange how we miss the things we are acquainted with.
