How can I send an email with the format expected?

    No there isn't.

    You can not specify what the recipients mail client will do. They may ignore the object, ût it randomly or put it at the top or the bottom of the mail.

    Not if one knows how to embed them. A little complicated, but can be done. :)

    There are ways to use an image as a background and then "Slice" the image into multiple parts, each of which can carry a link when clicked

    The issue is although the majority of email clients can handle the HTML the coding is not simple and so is only really worthwhile for emails to thousands of subscribers and even then setting the recieving client, to text only will stop it in it's tracks
