Event ID 10016 every time I launch Chrome or Vivaldi.

I get this error every time I launch one of these browsers.

The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID {D63B10C5-BB46-4990-A94F-E40B9D520160} and APPID {9CA88EE3-ACB7-47C8-AFC4-AB702511C276} to the user DESKTOP-7V82FOC\Owner SID (S-1-5-21-2933038636-3799818134-3144607780-1001) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool.

Happens every time I check. Anyone else getting this?
SO far Creators update has been good, but seeing this error is getting annoying now. Can I block it somehow?

    1. Type Regedit into Start Menu.
    2. Go to HKEY_Classes_Root\CLSID\*CLSID*.
Note: *CLSID* stand for the ID that appears in your event viewer error. In your case, it's {D63B10C5-BB46-4990-A94F-E40B9D520160}.
    3. Right click on it then select Permission.
    4. Click Advance and change the owner to Administrators. Also click the box that will appear below the owner line.
    5. Apply full control.
    6. Close the tab then go to HKEY_LocalMachine\Software\Classes\AppID\*APPID*.
Note: *AppID* is the ID that appears in your event viewer. In your case it's {9CA88EE3-ACB7-47C8-AFC4-AB702511C276}.
    7. Right click on it then select permission.
    8. Click Advance and change the owner to Administrators.
    9. Click the box that will appear below the owner line.
    10. Click Apply and grant full control to Administrators.
    11. Close all tabs and go to Control Panel --> Administrative tool.
    12. Open component services.
    13. Click Computer, click My computer, then click DCOM Config.
    14. Look for the corresponding service that appears on the error viewer.
Note: For this step, look for the one that appeared at the right panel of the RegEdit. For example, the AppID Registry (316CDED5-E4AE-4B15-9113-7055D84DCC97) contains the "Immersive Shell" Data with a (Default) as a name. Now look for "Immersive Shell".
    15. Right click on it then click Properties.
    16. Click security tab then click Customize in the Launch and Activation permissions section. Click Edit. Click Add. Add Local Service. Then apply.
    17. Tick the Local Activation box.

Any other way I could do this. I hate using Regedit.

Not even this works for Chrome. I've grant all the permissions as above and I still get this event error when I open Chrome. It did resolve some other issues but, NOT FOR CHROME. I changed to Firefox because it doesn't cause the error. Neither does IE or Edge. There are some other programs, particularly those access the internet, that will cause this event error. I believe this is one of those problems that is more trouble trying to fix than it's worth. It seem to be an inherent issue that will probably never go away.

I blame Google/Chrome. Haven't tried Opera or Safari yet but, I suspect they'll be fine also. If not, I'll update.

UPDATE: Safari=NO Error, Opera=same event error as Chrome.

Side note: this event error says "settings do not grant Local Activation permission for the COM Server application", When if fact Computer/User does have such permissions. Go Figure.
