You chould try uninstalling '2017-09 Cumulative Update for Windows 10 Version 1703... (KB4038788)'. If that doesn't fix it (by taking you back to os build 15063.540) then try the '2017-09 Security Update for Adobe Flash Player for Windows 10 Version 1703... (KB4038806)'.

Those are the only two updates that relate directly to Windows and IE. (worked fine on mine though).
Interestingly the cumulative one is not in my list of updates, I am completely up to date though according to Windows Update.

I have 55 updates from "MS Office SharePoint Designer 2010" including a big bunch of MS Office 2010 updates, I wonder why that would be as I am on Office 2016? (Maybe 2010 was preinstalled but not activated....)

Apart from that I have 3 updates only from Microsoft Windows:

I tried uninstalling the Flash player one already. Can try the other from 9/13 I guess

Try using the System Restore. Hope it's ON for the drive you are using though.

Thanks, although as mentioned in my first post, System Restore was turned off....

    Sorry, missed that one.

Since it's turned off, you should turn it on ASAP. it might not serve you at the moment but it is a backup solution for latter.
For the record, I have used this function quite a few times since XP and it hasn't failed me yet.

You should also activate DEP for all your programs.

Configure or Turn Off DEP (Data Execution Prevention) in Windows

Windows offers us tools to help defend and protect us against intrusions BUT, doesn't tell you or turn them on by default.

The next time you are itching to install updates when they come out, stop and take a look at what Woody has to say about
installing early [beta] updates from MS:

Yes it is. You at looking at Control Panel's 'uninstall updates' page whereas I copied the name from the Settings Update history page. Look at the KB numbers, Control Panel just shows it as a 'Security Update for Microsoft Windows' but it clearly shows that you have had KB4038788.

Ah, I see. However that was installed on June 14th whereas the problem only started a couple of days ago, so it seems to be unrelated?

BTW now that I'm looking at updates, anyone have an idea why I would have 55 updates for "Microsoft SharePoint Designer 2010" , I don't even have Office 2010 installed.....? Odd.

I have the same problem on Windows 7.

What I found out is that it has to do with the new layout of Internet Explorer.
When I have the tabs showing on a seperate row, IE wob't start.
Obviously you cannot change this setting, since you cannot get into the IE menu if it doesn't start....
So I have changed it using the registry. (run regedit)

Hide or Show Search Box in Internet Explorer 11 Windows 10 Browsers Email Tutorials

    Go to: HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\MINIE
Than change the setting for "ShowTabsBelowAddressBar" into 0
After this, you have to restart your computer first.

By the way, uninstalling the september update made IE11 also start again.
So if you don't like to change registry settings, you could uninstall the update, than change the tabs view settings in IE, and install the update again.

I do not know which is the relevant update for windows 10, so you might want to remove all the september updates.
Changing the registry is a lot easier anyway....

You could just try going to Turn Windows features on and off in Control Panel unselect IE11 reboot, then reselect it, reboot again.

    What helped me

    Hello

I am new to this group so please bear with me.

I tried all the solutions mentioned here so far ( uninstalled the update IE Worked - reinstalled update IE11 stopped working. Uninstalled IE 11 completely and then reinstalled it - would not open. Did a system restore. Tried SFC /Scannow and so forth.

I found that when I rebooted into safe mode with networking ( like suggested in the link given by Torre) my internet explorer 11 worked.

I then rebooted normal and IE 11 worked but noticed my icon and icon font size were tiny.

I had used Winaero Tweaker to increase the font size before the update with no issues before so used it again to set my icon font size up to 14 from 9.
I found IE 11 would not open again.

So after some playing around with the Winaero Tweaker I found I could only put the font size up to 11 from 9 and IE 11 would open. Any higher than 11 and IE stopped working.

I had to set the text size in start/settings/display then custom scaling to 200 percent to make the icons of my desktop look okay (any lower and IE11 would not open).

I have a desktop computer running windows 10 creator Pro. and use my tv as a monitor. display setting 1920 x 1080.

So if you use Winaero Tweaker you might find you will have to leave the icon font size wetween 9 and 11 plus play with the custom scaling in the display settings.

Not sure if this will help others but please let me know

    Cheers

Thanks! I copied the theme setting from one computer (on which IE was working) to the other, and now it's working as well.
So it has to do with the font settings, display settings etc.
That makes sense. I use a lot of settings that are not quite normal, because my eyesight isn't really good.
Now I just have to find out exactly what is the setting that causes the problem.
But so far, so good. You have put me on the right track there. Thanks a lot.

BTW. I didn't need to go into safe mode. I just copied the theme settings from the other machine.

Glad to have pointed you in the right direction.

It was only when I went to safe mode and back to normal that I realized the fonts had changed and that is what put me on track of looking at the display settings and font settings.

Could you tell me how you copied the theme settings?

    Cheers
