Thanks all for the suggestions. Doing the registry edit fixed the problem for me in the end.
Hi Bartman. I've only just seen this when searching for a solution to my problem that (Windows) Flash hasn't worked since that WU. I'll create a new thread for that. I know you've resolved your problem but may I ask if you/anyone who replied noticed a strange thing about that WU. My update history shows this:
    Internet Explorer 11 won't launch after Sept 13, 2017 Windows update-wu-kb4038806-sept-but-installed-oct-2017.png

(Very small! I had to use the Go Advanced as there were no Choose File/Upload File box in the Insert Image From Computer). Hopefully it will be larger after I submit this and you will see that although this WU was installed on the 4th October (which is why I first thought it was Patch Tuesday WU) it's actually described as "2017-09 Cumulative Update for Windows 10 Version 1703 for x64-based Systems (KB4040724)". Isn't it very strange that a September Update suddenly appears in October after the October WUs were installed OK? [2017-09 Cumulative Update for Windows 10 Version 1703 for x64-based Systems (KB4038788) and 2017-09 Security Update for Adobe Flash Player for Windows 10 Version 1703 for x64-based Systems (KB4038806)]?

Does anyone else see this in their WU History?

Edited at 08.15 to add: Just realised my signature and spec are out-of-date but embarrassed to say that I've forgotten how to change my Profile here. (Searched but all results refer to eg Windows profile). Currently v1703 build 15063.632

It's in the Settings link, top right of every page (next to 'log out') - takes you here: https://www.tenforums.com/usercp.php

There are 'Edit Signature' and 'Edit System Spec' links in the 'My Settings' panel to the left.

I just signed in to thank Ricar0 for saving me a lot of time and posting a solution (for me):

September 2017 Update introduces a new layout of Internet Explorer which *breaks* Internet Explorer on some systems. Go to:
    HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\MINIE
Change "ShowTabsBelowAddressBar" to 0 > Reboot the computer
