Ok. You never did answer about which update. If it was the major Creators update you may want to roll back to the previous build to see if that works again, then we'll take it from there.

I'm not sure what update. I just know it was in July that this started happening and it was right after an update.
How can I check?
Open File Explorer. Click on your C: drive. Do you see a Windows.old folder there?
Also, Open Settings > System > About > Which OS Build number is there?
I don't see any windows.old files

I ended up resetting my entire computer and the problem is still here. I did figure out it only happens when I go into extend mode with the second monitor. ie. I can have the monitor plugged in in duplicate mode and it works fine. Windows explorer only freezes up the start menu when I switch to extend,

If you reset it you won't have the Windows.old folder any longer. It got deleted.

The only thing I can think of is that the graphics driver isn't up to par. Let me research and think on this one for a bit. I'll report anything I can find.
Which brand and model is the secondary monitor?
And what HP laptop model number is it?
Oh so the lappy has a touch screen whereas the second monitor is not?
