Browser crash (Google CHrome and Opera) after new update Error 0x80070

the latest updates I have installed, all except for "• 2017-07 Security Update for Adobe Flash Player for Windows 10 Version 1703 for x64-based Systems (KB4025376)" which gave me the error: 0x800700c1 when I tried to install it again.
Anyways, after these updates I went on Chrome and noticed everytime I opened youtube my browser crashed/stopped responding. I reinstalled chrome, reinstalled flash, etc. Then chrome started crashing simply after openining it. Same thing with Opera. Microsoft Edge seems to be perfectly fine so far.
I couldn't restore my PC btw, as that also gave me an error. (Restore point AND reset my pc).

    Try this:
Download to your Desktop the Adobe Flash Player Uninstaller.

    http://www.adobe.com/cfusion/search/...er&cat=support
    Next,
Download to your Desktop the most recent version of Adobe Flash Player.
    Uncheck the Google Toolbar.
    http://get.adobe.com/flashplayer/
    Next,

Double click the Uninstaller, let it run until it is finished!
    Reboot!

Now, double click on Adobe installer, let it finish!
    Reboot!

I got the same issue here, the problem isn't in the flash player security update, but seems to be in windows cumulative update KB4025342. Just uninstall it and browsers should run normally again. To be sure you can uninstall the flash player update too, waiting for an official fix. Let me know if you solved!!

Edit: To uninstall updates go to control panel - programs - show installed updates - find the last windows update, right click on it, click on uninstall then reboot when required.

    0x800700C1 -2147024703 ERROR_BAD_EXE_FORMAT is not a valid Win32 application

Check the integrity of the operating system, drive, place in clean boot, turn off any non- Microsoft antivirus see impact on adobe, chrome, windows updates.

Open administrative command prompt and type or copy and paste:

    1) winver (in the pop up about windows > view your windows version and build > type this information into the thread)

    2) sfc /scannow

    3) dism /online /cleanup-image /restorehealth

    4) chkdsk /scan

When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread

    5) msconfig (in the pop up system configuration > move the dot from normal startup to selective startup > uncheck load startup items > click service tab > in left lower corner check hide all Microsoft services > in the lower right side click disable all > click apply or ok > do not reboot)

    6) taskmgr (in the pop up task manager > click on the start up tab > click on status so that the column sorts with enable rising to the top > right click on each row with enable and change to disable)

    https://support.microsoft.com/en-us/...oot-in-windows
How to perform a Clean Boot in Windows 10 - TechNet Articles - United States (English) - TechNet Wiki

    7) shutdown /r (you will reboot the computer so that it is in clean boot)

    8) turn off any non-Microsoft antivirus

    9) perform windows updates and post any failed KB# with error code.

    10) in the left lower corner search type: reliability and open the reliability control panel, use the Microsoft snipping tool and post an image into the thread.

With step 2) failing; post the administrative command prompt result for it and the results of the other steps.
