    Say, Yes....
    Settings > Gaming >
    1) Game Bar > On
    2) Game DVR > Record in background On > choose what options you require, audio, frame rate, quality etc.
    It is not just for games, I've tried on quite a number of Flash video sites etc, and indeed just about anything.
