Windows 10: Wierd message when accessing FireFox

Wierd message when accessing FireFox
In the last couple of days, I'm getting a message window when accessing FireFox. The message reads:
Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access this item.
If I erase the message and retry Firefox, it loads. I double checked, and I am the system admin. Any ideas why this is happening and how to stop it?

I have found that, after a TRUE re-boot (not Hibernate), when I

It is BOGUS because one of my own programs also...

I put windows 10 on my test machine that was running 8.1 pro
everything went smoothly
I have not had a real time last night to play around with it so i shut the pc down
When turning it on this morning I got the Windows Screen and now everything...
