Can't delete/edit Outlook contact folder because it is read only

I've used Windows Live mail as my primary email, but I understand that it's not going to be supported after December 2016, so I opened Outlook and tried to set it up, but the I'm having a hard time importing my contacts from Windows Live mail. I exported the contacts from Windows Live mail to a folder on the desktop, but when I try to import it into Outlook, I got the following error: Error in syncing [800CCCD2-0-0-322]

And I also found that the Contact folder in Outlook is read only, so I can't Delete any of the contacts.

Most important to me is how can I change the read only attribute in the contact folder? I would also like to import my contacts from Windows Live Mail to Outlook, but I don't know what I'm doing wrong in importing contacts to Outlook.

Any help would be greatly appreciated.
    Thanks,
    Mary

You are getting that error because the Sync is not done for Live Mail. You will see that if you do a search on that error on any search engine. Try booting into Safe mode. https://support.microsoft.com/en-us/kb/980534

My biggest problem is that my contact folder is read only. How can I change the attributes for this folder?

Did you follow the information in the link I posted? Instead of asking how to change a folder that is owned by the System, go through the instructions in the link.
