Yes the Win7 KB3194798 update is the problem. Same issue with Win 10 just a different KB update caused it.
This new cumulative update (KB3197868) will screw up the Google Toolbar in Win 7!
Google toolbar not suggesting or saving history. Microsoft update KB3185331 is causing this problem.
uninstalled KB3185331. Also KB3192404 will cause this problem.
After you uninstalled both KB3185331 and KB3192404 check windows update often because
you will need to hide both of them when they came in for updates.
This worked for IE 11 for me on windows 8.1

I found through these threads that KB3200970 is the Windows update that messed up my IE11 in Windows 10. I uninstalled it, rebooted, and everything is back to normal.........for now. When you search for the update in the Programs and Features and selecting View Installed Updates, I had to type in the complete update <KB3200970> in the search field or it returned a null.
The latest update (KB3206632) is the culprit on my pc. Win 10. If I uninstall it things go back to normal but when the update reinstalls automatically the problem returns and suggestive text and search history don't function.
I just looks like MS doesn't every want you to use Google Toolbar again, only Bing for obvious reasons so they won't fix the problem. And Google isn't going to fix it either as they want you to use Chrome instead of Internet Explorer for the same obvious reasons. Firefox had the Google Toolbar removed a few versions ago for the same reasons. I'd say this is the end of the Google Toolbar as we knew it, just toooooo bad as it was nice!!!!

Received a WIN 10 update this morning, Google toolbar back as normal with IE11
