Yes the Win7 KB3194798 update is the problem. Same issue with Win 10 just a different KB update caused it.

Control Panel/ Programs and Features, click on the "View Installed Updates" in the upper left window. You need to click on the "+" to the right of each category to expand the update listings.

I don't know the date as I don't update my Win 7 system very often (I manually update when I feel like). The Toolbar issue came up after I updated my Win 10 system which is auto-update only. I saw that Win 7 users had the same problem after this KB.... update and won't update my Win 7 system until Toolbar issue is fixed. I also have weekly back ups of all my current systems and can easily roll back to prior dates. You could look at your System Restore dates and roll back from there to a prior time that the KB..... wasn't installed.

    Kb3194798

KB3194798 is not on my system Win7. I've searched quite a while with no luck. Googling the update just brings up the update for Windows 10. If anyone knows what Win7/64 update is causing this problem with the toolbar I'd appreciate a heads up.

    Thanks

    Google Toolbar Issue

Security Update for Windows 7 for x64-based Systems KB 3175024 seems to be the culprit. Uninstalling that update has fixed the toolbar issue!

FYI...you will need (KB3175024 or KB3194798) install...before future cumulative update will be install (W7,W8.1,W10)...This was intended!! ...now Microsoft can continue with their roadmap with BING, Toolbar, EDGE and IE11 auto search suggestions, and search history and Google toolbar is gone, no where in sight.
