Cannot load win live. Says it is there already

I did a clean boot to Win7, installed all updates. Downloaded Win Essentials. It worked. But when I tried to add my emails I did something and it would not open . Tried to re install Win essentials but it says "you already have it". I up graded to Win10. Still have the problem. Win Live doesn't appear in the Apps list, or programs list, in the control panel. Removed all references to Win live in user/apps/local etc. Still when trying to download Win Essentials it says, "done you already have it". Any idea how to fully remove it without doing a clean boot so I can get it to download??

    Download wlarp.exe http://g.live.com/1rewlive4arp/wlarp.exe
    a. Rightclick on start button
    b. ClickCommand Prompt w/ administrator.
    c. Runthe following commands to uninstall Windows Live Essentials:
    (64bit) "c:\program files (x86)\windowslive\installer\wlarp.exe" /cleanup:all /q
    (32bit) "c:\program files\windowslive\installer\wlarp.exe" /cleanup:all /q
    d. Adialog box shows status until uninstallation has completed
will remove all Wlive programs completelyallowing for reinstall.

Thanks for the quick response Doctor (Who) 9Fan. I found the admin command prompt and typed the command that was given, into the window. I wasn't sure if the quote marks were required or not so I did it both ways. also tried without the final command. All attempts gave the message "Not recognized as int or ext command operable program or command". The command window types, C:\windows\system 32> . Tried to download the file indicated but the site "Reason Core Security" had so many listed programs I could not find a match. I selected the nearest one, and wound up with Reason Core Security trial loaded on my pc. So Help still..

look for Windows essentials instead of windows live.. When you click the uninstall button, you get an option to repair of uninstall.

The link is a direct download the the file on ms servers so don't know how you visited another website, could be more going on on your PC than you first thought.
If the wlarp.exe isn't on the system then it'll fail with that error.

To essenbe: Thanks but Win essentials is not listed either. Neither apps list, program list, or local apps do not show either win live or win essentials. Dont know what to do now. would like to have win live as I have it on my other pc's . I will load another email app just so I can see responses from this pc.

Win Essentials or win live cannot install.

I am not to conversant any longer with command prompt usage. I haven't used it for 20 years or more. The suggested wlarp command is not understood by the command prompt with or without admin. What are the allowable commands? It sure sounds like that is the way to go. I'll try the download again. Google Chrome is my preferred browser.

Try another browser if possible to download the file.
Make sure you're using the correct command for your system - it's different depending on whether you have a 32 bit or 64 bit system.
