It's not a bug, it's a feature!
First of all, "By design" is terminology used by all engineers across a broad range of industries and technologies. It means that the feature, be it anything from asphalt to wind shear resistance of airplane wings functions as it was designed to. The design might be flawed, in which case it could be a bug in the design, but not a bug in the implementation.
That doesn't mean the design is correct, nor does it mean that it's a desired result by the end user. Only that it's not a bug, because it is working as it was designed to. Changing it would be a feature request or change request.
Most end users don't understand the difference between a bug and "doesn't do what *I* want it to do", but they are very different things. I know, end users don't give a rip about this difference either.. but it's a fact of product design that you have to follow processes. You can't just change the document design of something because someone says they don't like it. You need to redesign it, and that typically requires a new product design cycle.
The only exception to this is when you have an iterative design process, like Windows 10 has been going through. In an iterative process, you can make design changes in the middle of the development based on feedback because there are multiple "iterations" of the design cycles. (this is why you see the Start Menu and other features evolve over time).
Now, the whole point here is that, like I said, this is working as it was designed to. If you don't like that design, send them feedback... However, when I looked on the Spartan uservoice page, there were not many votes on the localhost issue. So, it doesn't seem to be affecting many people.
Oh I know this, it's just it's just some people get frustrated hearing this(not me). It's like a crosscut saw is made to saw things, and if your hand gets in the way and you lose it, that's "by design", the saw is designed to cut whatever you put in front of it.(yes there are safety features now "design has changed).
Oh well If someone doesn't like a programs design, use a different one from someone else, that's how I do it. Don't complain(too much) send constructive criticism, maybe with a recommendation, and then stop using it. Simple. That's the nice thing about software there is a large variety of choices out there, and one size doesn't fit all(Bless all programmers & coders).
I just can't seem to get "comfortable" with Spartan(EDGE), I have/used other browsers, but on Windows, IE is always my main choice. I use FF for going to sites/forums that I frequent not signed in to generate $$$ to pay the bills, I use Chrome as my back-up, and I use NITRO when it's gotta be quick, But I think now I will use EDGE as my "anonymous-without addons-browser" where I'll even be able to click the advertisement links, because it's a sandboxed app, and I should be safer. Hopefully Malwarebytes will add EDGE to MBAE's their Shields list is all, then I'll feel 99% safe at clicking.
