Guys, it is not only Windows 10 or Chrome problem. I also have it on Windows 7 and Opera. Actually i tried Opera, Chrome, Mozilla FF, IE 11 and all of them have this issue until i click on Taskbar and then on video again, so i would say it is not browser related problem.
This is for Windows 10 as that is the version my device is currently on.
Task Bar settings > switch 'on' for automatically hide task bar for desktop/tablet mode, depending on which you prefer to use.
(DON'T PANIC, this is meant to hide your task bar so you won't see it ever. To re-find it, just hover your cursor over where the task bar usually would be and it will appear just as it will disappear when your cursor leaves the area.)
I was having the same problem lol. I only just figured out how to avoid it
Guys I have an easy fix, go to the task manager (CTRL+ALT+ESC to open), then find "Windows Explorer", and finally hit reset. If done correctly, the taskbar should hide when going fullscreen.
I've got this bug several times over the course of many months but restarting my computer always fixed it.

After some time spent investigating this bug .... ( tried some fixes , and some of them just worked for a short period of time ..... then the problem come back again ) I think i found the main source of this problem ....
It's actly not the taskbar it self ....
It's the Default Theme of Windows 7 that is causing this problem ....
Switching to Windows Classic theme in personalization menu fixes this isue
Have been testing it from some time now ... and always the taskbar is acting correctly in fullscreen mode ...
Hmmmm so if there is experienced forumer here that can edit the theme or registry ( i dont know ) that can fix this it would be just wounderfull :)
Until then i will stay with the Clasic Theme ..... ( shame it looks like WIN 95 )
I know this is an old thread but for anyone having this issue.
I solved this in 2 steps:
1. Open TaskManager (right click on taskbar or CTRL_ALT+DELETE)
2. In processes, locate and Right-click on Windows Explorer , than click on Restart.
