I have an external drive that I back most of my important files onto. I also backup some files to cloud. I can wait a bit before taking the plunge. I am concerned about being able to recover a few older programs.

Hello @rees, @jds63 asked me to take a look art this thread.

You could try an "In Place Upgrade" and keeping software and files, to see if that repairs your system.
Go to Microsoft and get the MCT(Media Creation Tool) plug in an USB thumb drive(8GB is best to make sure you have enough room) and download the ISO, letting the MCT create a bootable drive for you(you could just download the ISO to desktop, but with the USB you can do a clean install later, or upgrade other machines with it).

After the USB is created, mount it in File Explorer by clicking the drive letter.
Then click the "setup.exe" and let it search for updates and reinstall windows.
    IE 11 does not open-image-003.png

After Windows has "reinstalled" check ALL your settings, specially !"Time Zone" in Control Panel >> Date and Time, resync to internet time while you are there and then check your Location settings in Settings App >> Privacy.

Thanks Cliff, this was pretty much a last resort as i worked through many of the solutions for this kind of issue with no resolve, just knowing it seems something else on system is causing this since it worked in Windows safe mode. Has this inplace upgrade been updated with new build or it does not matter, it will download through updates ?

For an inplace upgrade one should get the latest ISO version of Windows 10 as each version is actually a new OS.

    Hi rees,
You could try using IE "Run as Admin", right click IE icon, again right click IE, Properties, Advanced and tick box "Run as Admin", this may prompt UAC warning whenever you start IE but you can disable in User Accounts settings.
    IE 11 does not open-capture-100.jpgIE 11 does not open-capture-101.jpg

EDIT: This is only a workaround and not a solution :)

I tried following these instructions but was unable to do so. If you can provide more detail I would like to try this idea.

I am interested in trying this. I do not have an 8gb usb drive but do have a 250gb ext harddrive that attaches via firewire. would this be a suitable substitute?

You could also just get the ISO and place it on desktop or in documents(which I do) for future use.
then just double click it to mount it in File Explore, and the rest is the same:

    IE 11 does not open-image-001.png

    IE 11 does not open-image-002.png

    IE 11 does not open-image-003.png

You only need to burn it if you want to boot to it, to clean install later.
