I just wish Google would fix their volume.exe issue in chrome. You know that awful popup window when playing a video in chrome. Yes, I know how to disable it from the flags page but that's not the point. Why is it even there?????

Currently, when you enable the high contrast mode, Chrome shows a pop-up asking you to try an extension:
It seems that in the future this extension will no longer be necessary, the high contrast mode will be automatically applied to all websites, for now, this feature is enabled with this flag (Canary):
When enabled, the pop-up no longer appears and all websites are displayed in high contrast mode automatically.
The advantages of implementing this feature natively are explained here:
When high contrast is currently enabled in Chrome, a popup is displayed prompting the user to install the High Contrast extension. This extension uses CSS/SVG filter effects overlaid on the entire webpage using its own predefined themes. The advantage of enabling high contrast in the core platform, in comparison to the extension-based approach, is that it provides a more seamless experience for users with the rest of the Windows OS. This includes not just the browser-context, but also other Chromium-powered applications
This is a feature that Microsoft has been working on for some time and will be implemented in all Chromium-based browsers:

The flag to enable this feature was added 4 days ago in Chrome Canary:
Add ForcedColors to about:flags
ForcedColors is added to about:flags and is disabled by default. Enabling this flag will turn forced colors mode on for web content.
The high contrast mode is useful for people with vision impairment, and others simply like the appearance of the high contrast.
