The first improvement is that now these buttons only appear when the tab strip is scrollable (previously the buttons appeared all the time on the tab strip):

The second improvement can also be seen in the GIF above, the clickable area of the buttons is now wider. This is how the clickable area was before:

It's not clear if Google will move one of the buttons to the left side of the tab strip (as it works in other browsers), but, in my opinion, this feature works fine with both buttons near to the "New tab" button.
Google will add a new entry in the bookmarks bar context menu that will allow you to hide the "Reading list" button.
The new entry will work the same as the item that allows you to show or hide the "Apps" button.
This is what it says in the patch or CL in Gerrit:
Currently there is a flag that disables this feature, but you must remember that flags should not be used to customize the browser since they are temporary and eventually disappear, so it's good that Google is going to add this option that will be permanent.Read later: add bookmark bar context menu option for hiding the reading list button
