They got rid of the setting in Options to never update.
You'll need to tweak the Registry to freeze Firefox updates...
Disable Updates in Firefox 63 and up
Never check for updates is one setting I want. As soon as I realized that Mozilla got rid of it, I searched for instructions on how to disable automatic updates. And there they were. You can do the registry tweak or disable automatic updates by creating a policy using policies.json. I choose to do it by creating the policy. Read here:

The policy I used:

You copy and paste that policy in the policies.json file you create. Before you create the json, make sure to enable the option to show the extension of files in Windows, and be carefull to save the file as json and not as text.
After applying the policy, this is what you ll see in About Firefox and in Firefox Options.
