Has Microsoft disabled or changed MAPI in Windows 10?

I am the tech support for my father and I'm having difficulty finding an answer to a problem. Prior to upgrading him from Windows 7 to 10, he could make envelopes in WordPerfect 12. When choosing the address, his address books from SeaMonkey 2.35 would show in Corel Address Book 8. Now they do not. I've remoted in and seen the following errors. On the first attempt to open the "Other" address book I see this:
There is no email program association to perform the requested action. Please install an email program or, if one is already installed, create an association in the Default Programs control panel.

This error only appears once unless I exit and restart WordPerfect. When I click okay, I see the following error:
MAPI Address Books will not be available. Please check the information services set up in the active user profile and your installation of Windows Messaging.

I've checked and SeaMonkey Mail is the default email client. When checking the association for .mapimail, I changed it to SeaMonkey from Unknown Application, but it did not help.

I cannot find any answer as to whether Windows 10 has disabled or changed MAPI. Are there any suggestions out here?

Did I provide too much detail? Just skip to the bottom to get to the question. Maybe I should have asked it at the top and then added the details. Has Windows 10 disabled MAPI?

Since nobody responded and I couldn't find an answer, we reverted the computer back to Windows 7 and MAPI address books are still broken. I guess this question no longer belongs in Windows 10 so I'm marking it solved (even though it wasn't) and re-asking (and rewording) in Windows 7.
