    Chrome Pop Up Setting

I recently used a UK banking site which would not download a document until I enabled the Chrome pop up setting shown below which is disabled by default. Is this a dodgy practice for a banking site to require customers to enable pop ups to be able to download a document? I don't have this issue on other sites.

I have sometimes seen that sort of warning- I don't use Chrome for banking typically. It's never been of significance to me and I can't recall having to make changes to do what I wanted/had to- e.g. download those wretched 'fees and charges' documents they keep badgering people to deal with as 'Important documents' ....

The same setting applies in Edge as shown below and the site in question also fails unless this setting is disabled in Edge.
