Have you tried your browser in its Safe Mode?
Which browser are you using?
Do you see the same if you use a different browser?
I can access the video URL you posted with Firefox and with 2 blockers enabled.
(You didn't provide the URL in text form for respondents so I screen OCR'd it).
Google Chrome, and no I have not tried safe mode or another browser. When I had this problem before I found going to Ublock Origin ad blocker solved the problem but it looks like YouTube has found a way to get around it, and the problem is back.
my youtube has also acted up lately with this add blocker crap , it never used to be like it .
now i have to exclude youtube in my opera one browser add blocking feature plus have to allow youtube in my malwarebytes browser guard add blocking feature...
like i said it worked fine before , youtube must have hired someone new
not really ,on my android I'm used to seeing adds while on YouTube all the time , yes its annoying ...i was lucky to have used YouTube for so long on pc without any adds.
like .. they have to make some revenue too somehow , with adds lol

maybe chrome has a built in add blocker (like my browser) that you maybe not be aware off?
like i have malwarebytes browser guard extension which also have an add blocker in which i wasn't aware off
i noticed . I had to enable then disable the extension 3 times before youtube started to play normally (with adds)

did a bit of searching and found the following works for me ,( i have my browser add blocker and malwarebytes browser guard add blocker enabled again and YouTube plays fine without adds )
explained in this site
under this explanation "Block Ads (If You Still Can)" # 4 "Log out of YouTube and/or use private browsing: Google's ban of ad blockers is account- and cookie-based, so some have reported that logging out of YouTube, opening a private browsing window (such as Incognito Mode in Chrome), or even deleting browser cookies has allowed them to use an ad blocker with YouTube again."
