    If you mean the exclusions in the Control panel, Indexing Options dialog then they only affect what gets indexed not what gets searched.

    If you mean the exclusions shown in Settings, Search, Searching Windows, Excluded folders then I believe that they only affect Windows Search.
    I've never experimented to see if Windows Search itself respects the entries on that list. I'd imagine its behaviour would also be affected by the choice of Classic or Enhanced made just above that list.

    Could you give an example of what you mean, with screenshots as appropriate?

    Are you talking about an internet search engine or something internal to Windows?

    Giving an answer that will be relevant to you is presently impossible (my crystal ball is unexpectedly down for maintenance).

    I assume web search given that this is posted in Browsers and Email.

    So what do you want to exclude?

    For very general exclusions:

    searx.work

    Just turn off the search engines for specific categories and save preferences.

    Example: All engines news search off:

    Search result:

    Does any search engine respect the exclusion filter?-results.jpg

    What is it that you don't want search results for?

    SearXNG instances

    They're separately maintained and may offer different settings per instance.

    Compare:

    In the first, the material to the right is given despite the exclusion.... but the search results appear to obey it.

    Now you have given an example of a search (but not a screenshot illustrating the problem you are encountering) it's somewhat clearer.

    Remember- respondents are busy with their own lives. If a question isn't clear- I simply may not bother to think about it.
    That's part of the cost of free help.

    Most of the ones I've tried ignore exclusions in particular for sponsored results.

    Another possibility:

    Startpage - Private Search Engine. No Tracking. No Search History.

    Good suggestion. Startpage is what I used in the past. Often no results. Explanation from support was that Startpage results are google results, and google does not always give all the results to Startpage.
