I have done the clean install 10s times, but it did not help.
I wasn't suggesting a clean install - not to solve this problem of the missing button.

I am wondering, given IE being deprecated, whether me having an old installation (current build) might be different to one which is clean installed now.

Also note your build is a little newer than mine. (I mentioned I don't receive preview updates) - and that might be related.

I have therefore asked a question here
    KB5030300 Windows 10 Cumulative Update Preview Build 19045.3516 (22H2)

    for you...

I installed all updates, even the preview, but if something is wrong with the internet, what similar process can I do as an alternative? Thank you.

something is wrong with the internet
    - I don't understand that, sorry.

We are, I hope you gathered, in a little bit of a learning curve with MS having recently withdrawn support for IE. It's still there of course, in the O/S.

As you have seen, it may be that some builds show some minor difference in features. I have suggested that installing the preview update might mean you see something I don't. And there again, the cause of the missing button may be something different again.

Personally I don't see why Internet Options should be affected by IE being deprecated.

What makes you think you have been hacked?

If I cannot download or update an app, resetting the Internet Explorer Settings would help a lot.

I guess you mean remotely, rather than someone coming to your PC...

That you need to deal with first, I suggest.

Have you ever installed TeamViewer or any of the various remote access apps or programs?

The answer is NO. Besides that, I have a lot of trouble, if I visit some pages frequently, it will appear "this site cannot be reached" or system 100% .....

If your PC is not being 'attacked' and if not infected by malware or whatever you think the problem may be that you mentioned, then you might consider changing your DNS.

    Try DNSjumper (free).
Neat tool- finds you the fastest DNS.

As to the quality of your internet service- you could look for a free monitoring tool- I don't know of one myself. E.g.
networking - How can I monitor my ISP's connection quality over time? - Super User
    or
    Broadband Quality Monitor | thinkbroadband

I suggest you establish some facts - do that before making any changes.

    1. Check the stability of your connection first (above).

    2. Check its speed e.g.
Speedtest by Ookla - The Global Broadband Speed Test
or whatever company offers this locally - repeat that at different times, note results.

What sort of internet connection are you using?
Mobile? Copper wire? Optical fibre...? .....

    I don't have it either:

    change-or-reset-internet-explorer-settings

It seems that you can reset via IE settings cog.
