I have been using Windows Live Mail 2012. I sadly chose to try Outlook. It deleted all of my storage folders in Windows Live. Can I find them and restore them? I even went as far as to run Windows restore to May 16 but it didn't restore them I had some important emails in those folders!

There is no Windows Live Mail anymore. Outlook deleted your local folders that you had on your computer. Anything from the remote mailbox would still be on that server if you used imap or pop. Suggest using a restore image if you have it not system restore.
Do you have any backup of the Live Mail folders?
Have you checked %userprofile%\AppData\Local\Microsoft\ for the Live Mail/Essentials folder to see if the folders are there?
I just checked it, all the folders are there, but empty. Rats!
