Cannot delete email addresses of scammers on Windows 10 mail

I get scam or junk emails on Windows 10 Mail. On Outlook I can get rid of these sort of emails plus permantly delete these email addresses. However, not on Windows 10 Mail. On Windows 10 Mail, I can delete the emails, but not their email addresses that are somehow stored.

Any ideas how to permantly get rid of unwanted email addresses from Windows 10 Mail?

Please reply in plain English without jargons, as I am not that brilliant with computer terminology.

Thank you for any assistance you can offer.

If you're referring to suggested contacts when you are adressing an email, I have used the following (tedious) process) to eliminate unwanted suggestions:
How to clear suggested Outlook.com Contacts in Win 10 Mail App
    1. Go to Outlook.com web site, clear all unwanted suggested contacts, then sign out.
To clear any suggested contacts in Outlook.com, begin typing addresses in the To: field of a new message and then click X on unwanted suggestions. They will then no longer appear. When finished, sign out of Outlook.com.
    2. In Settings/Apps, reset the Win 10 Mail/Cal App. Wait for taskbar “ripple”.
    3. In Settings/Apps, reset the Win 10 People App. Wait for taskbar “ripple”.
    4. Reboot the machine.
    5. Reinstall the Outlook.com account in the Win 10 Mail App.
    6. Restart the Win 10 People App, and answer “yes” to all the access questions.

Thanks but I do not want to uninstall and reinstall Outlook - the solution seems worse than the problem! If I cannot find something simpler, will have to live with this situation, but thanks anyway.
