My attempt to categorize in Gmail doesn't assign some mail correctly

I want to capture mail that meets the following criteria in [settings] [see all settings] [Filters and blocked addresses]

Matches: ("PCI Compliance" OR Elavon)

But an email containing the following sentence is not captured:

"I am your Client Account Manager with Elavon Merchant Services."

What could I be doing wrong?

Gmail, Firefox, Windows 10, Dell T1700.

I have not been able to find any guide that explains the acceptable syntax.

In Organize and find emails - Google, under the heading Create rules to filter your emails [i.e. to apply a label to chosen email] there's a link to
Advanced Gmail filters ... - Google
and the only one of the examples that shows use of OR is one that indicates that it is valid for filters that act on email addresses.
"If you list more than one email address, you must include OR." - Perhaps it is valid only for filters that act on email addresses.

Perhaps you need to create two separate filters for your contents-based filter.
