My start page (and home page) is about:blank
Is there a way to have it as by new tab page as well?
I want to be able to have a new tab without accessing anything over the 'net.
You know, like every other browser I've seen.

Same here, I have used about:blank for decades in Web Browsers.
The best you can do with New Tab is to use the customise facility, and just have the Bing search page.
Settings > Start, home, and new tabs > New tab page > Customise.
Preload off.
Layout > Custom.
Quick links > Off.
No background.
Unfortunately some updates will change it.
I won't use an extension for something so trivial.
